In efforts to alleviate the rising cost of living, a targeted fuel subsidy system for RON95 petrol has been introduced by the government called BUDI MADANI RON95 (BUDI95) for Malaysian citizens. Eligible Malaysian citizens with active driving licenses will automatically benefit from a subsidised price of RM1.99 per litre, compared to the current RM2.05. Non-citizens and those not eligible will pay an unsubsidised rate estimated at RM2.60 per litre.
The government aims to redistribute savings from this initiative into public welfare programs like Sumbangan Tunai Rahmah (STR) and Sumbangan Asas Rahmah (SARA), while continuing to prioritise improvements in healthcare, education, and infrastructure.
To ensure smooth implementation, the BUDI95 programme has rolled out in phases:
| From 27 September | Open to military and police personnel |
| From 28 September | Open to Sumbangan Tunai Rahmah (STR) recipients |
| From 30 September | Open to all Malaysian citizens aged 16 and above with an active MyKad and driving license |
Eligible Malaysians are entitled to a monthly subsidy cap of 300 litres, with e-hailing drivers allowed to apply for additional quotas. No registration is needed — only MyKad verification at petrol stations or via digital platforms like TNG, Setel, and CaltexGo. The government advises citizens to ensure their MyKad chip and driving license are valid.

What is MyKasih’s role in this programme?
MyKasih has been appointed by the Government of Malaysia as one of the service providers under BUDI95 to provide the mechanism that facilitates checking of eligibility criteria at the central database of the Government of Malaysia, using the on-site Electronic Data Capture (EDC) Terminals and MyKad at the cashier/convenience store of participating petrol station. This mechanism does not handle or process payments.
